To answer your question, the drug testing committee have the same Time Machine that Doc build from Back to the Future series, they don't interact with anyone else besides the subjects much like Marty was instructed to by Doc... just watch the 24/7 footage again, they pretty much kept their mouth shut as they was at Floyd's house (they shook Ellebre's hand, but that won't change much of the course of history). Once they tested Floyd's blood, they then travelled back in time to go to Big Bear to test Mosley's. Thus fulfilling the objective of testing the two fighters at the SAME TIME as you keep trying to emphasize such a point.
