Hes not skilled enough or good enough to beat most of them. He also doesnt have the right style in most of these fights.

That could also override skills and that could very well be a "skill" also.
Many so called SKILLED BOXERS can be beaten by boxers who are "lesser" than they are because of their lack of stamina, heart and then some. And thus that's the beauty of boxing. It's a good thing.
Just like in life, the smartest aren't always the successful ones but those also who has the big heart (determination), hard work, passion and then some.
Skills AND the heart is an awesome combination but to see Pacquiao and his unprecendented records. His opponents....I see why many people would "hate" him or try to negate his records.
Boxing can be as subjective just as in life...it isn't just the strongest, quickest and most skillful that rules the sport. And thanks GOD that it isn't just that way.
For Pacquiao also have SKILLS, heart, determination...and then some. It's better to give one proper dues just like those legends or greats you just mentioned on your list.
In a game of life, one can always be beaten. But it is the heart that fuels actions and life. An inspired life is beyond mere skills. For techniques and skills can be taught, learned and disseminated.

You MAY have a point or two about skills. But boxing is being competed in the ring and while boxing is beyond just skills what you overlooked is that he's got heart, tenacity and then some.
That could also override skills and that could very well be a "skill" also.
