Who is the worst boxer that you consider an all-time great?

Burner's De La Hoya thread kind of prompted this question. A lot of people made the remark that Oscar is a clearcut hall of famer, but didn't do quite enough to be considered an all-time great, and I'm just interested to see where exactly that line between Hall of Famer and all-time great lies.
