I would pick Whitaker to beat Mayweather by decision but no way does he come close to dominating him. I believe a Mayweather at 135 would hold his own with any lightweight in history.

Whitaker was very clever, he would have toyed with Tszyu if anyone. The Mayweather fight would be closer, but Whitaker was just better in every stage of the game except for maybe his power.
