In terms of overall legacy he's correct. But in present day, Pac better face the Shane-PBF winner. He'll look bad if he doesn't make another effort for the fight at least.

the winner of that and still be called the P4P best when Floyd left

to become #1 at WW? Clearly Mosley and Floyd are the two best
elite boxers/fighters in that division and Pac should have to fight
one or the other , if not both but the winner of May 1st should be
a must for Pacquiao.
