14 days is enough time to recover and get some valuable training in before the fight.

Not so, As I keep pointing out, in the opinion of most PED experts, to start taking steroids only 24 (never mind 14) days before a fight, and have to stop taking them in time for them to be completely cleared from your bloodstream by the day of the fight, would given a fighter no meaningful advantage whatsoever.

So regardless the Test was not a problem until Arum seen a potential threat to his pockets if Pacquiao lost.

You may as well say that the 24 days was only a problem for Mayweather because he saw a threat to his pockets if he lost, given that he was willing to agree to 14. It works both ways.

That argument is ridiculous anyway, because Arum would have made really huge money from that mega-fight.
