That was the dumbest logic I ever heard from Bert Sugar. Floyd is not scared Manny, but he is scared of losing his zero. Whether Floyd was using the blood tests to give him a edge or play mind games is irrelevant. Once all the excuses came out, Floyds hands were tied or his supicions were confirmed. Floyd had to go all the way with drug testing. Arum did not even want a 14 day cut off. Experts did not agree to a 14 day cut off, they blasted it stating that was too much time before the fight.
They are not going to fight unless Manny takes the random tests. Once Shane agreed, that ended the 14 day cut off and any other compromises, because they had there precedent for random blood and urine testing.
