            The are allowed to request additional stipulation, but not demand them. If the fight falls apart over an additional request that is denied the fighter making the request is at fault.

                  Because they're not THE commission. If USADA was the main commission then I would agree that Pacquiao would be changing commission rules but he isn't...he's followed followed NSAC regulations therefore USADA rules are debatable and ergo stipulations.
