If May vs Mosley is any less exciting than Pac vs Clottey, does the winner deserve to unseat Manny as the best in the division?

    No IMO.

So you base that on whether the fight is EXCITING or not? They dont have to go to war to win.

If Duck wins a boring, safety first boxing match against a 40 year old Mosley, then he doesn't deserve the top seat at 147. Manny dominated Miguel Cotto, perhaps the best in the division when he fought him. And just shut out Joshua Clottey, a top 5 Welter for sure, and made him look like a tomato can. Floyd's gonna have to impress to topple Manny. Floyd doesn't have any meaningful wins at Welterweight.
