Because he's Manny Pacquiao, he can do whatever he wants. He's the all-time greatest athlete of all of sports. He is just as big as the sport of boxing if not bigger.

Cotto didn't have to accept that limit..he could have walked away

considering that PAC had just fought Hatton at 140, the real **** move would have been for PAC to make Cotto chase that payday at jr WW
