As far as I know, there is no penalty for comming in overweight besides titles not changing hands. So why would Pacquiao want to fine Floyd for that?

Pacquiao deems it correct to drain fighters below their normal weight OR force them to make a strict weight a second time come fight night. When HE is the one wanting to fight at 147lbs not the other way around. That doesn't go with boxing commission rules either.

Hmm, Pacquiao's demands don't seem to be going with boxing commission rules either. So does that mean Pacquiao is scared? By your logic it would mean that Pacquiao is quacking every minute.

he would toy with him and humiliate him
but Floyd has never been one to take on big challenges
