His camp denied Mosely's offer twice, and by Roach's own admission he wont allow Pac to fight Mosely without weight draning Mosely first because Mosely's "too good". Why hasn't he if he wants to?

Whos test? Flyod blood test requirement is irrelevant and not required by NSAC. It means 2 things Pac taking Flyod blood test requirement, is Flyod calling the shots (we all know he isnt), and 2nd is Pac cant afford to give Flyod any advantages either mental or physical.
Flyod is scared of Pac, for requesting his own testing.. plain and simple.
