Looking at the way things played out and remembering what excuses Floyd
s camp used to use (Mosley was too old, had 4 losses. Cotto couldn't sell), it looks more like Floyd ducked Cotto and not the other way around.

In reality no camp made an effort (that we know), but publicly Floyd or his mouthpieces denounced the fight every time it was mentioned.
