I want to know more about this too Shane...
I found this post online, it seems informative:
"..By the state of Nevada, Xyclocaine is only legal when training but it is a banned substance for fighting. Xyclocaine is very difficult to trace, and not even blood or urine sample can trace it thoroughly.
Mayweather's choice of USADA, an unlicense commission in Nevada has also banned xyclocaine and they consider it an illegal steroids or illegal enhancement supplement. The Olympic Commission has also banned Xylocaine. All 49 states has banned Xylocaine except Nevada. Xylocaine can only be used 14 days before the fight and not closer to the date...."

xylo, allows one to train without feeling pain, which equals,
performance enhancer.
If no xylo is used, the hands start to hurt, therefore, limiting training.
So whats really happening is, Floyd is being allowed to train beyond his means due to performance enhancing drugs.
