That's eitherr an extremely disingenious or a very ill-informed argument. First, Pac never said that he was frightened of needles. What he said was that he had found from experience that injections in which blood was removed weakened him for a few days. This wasn't something he dreamed up during the negotiations with Mayweather - he had been saying that ever since the first Morales fight. He had had a blood test the day before the Morales fight, and immediately afterwards he said in an interview (see here) that it had severely weakened him and that as a result his punches during the fight had been ineffective.
I think he's wrong about that, and that it's superstition on his part, but there is no reason for any rational person to think he is being insincere.
Second, he did not have his tattoos just before a fight, so they are irrelevant.
However, the 14 day cut-off would have been fair, but Mayweather didn't make that offer until after the negotiations had already broken down, and by that time, Pacquiao was too angry about the smear campaign to be willing to make any more compromises.
