My theory is that it is in the better financial interest of the WBO not to rank him. Much like Don King controlled WBC rankings for over 25 years, Arum seems to have a lot of sway with the WBO. If the WBO just ignores Mayweather, they never have to mandate Pac to face him as a mandatory defence. This way the sanctioning fees keep rolling in as Arum lines up one Top Rank fighter after another (Margarito, Valero, Khan...). Wouldn't be the first time rankings were controlled or heavily influenced by the promoters.

My other question is this: If Mayweather does not deserve to be ranked anywhere, why was the WBO going to allow Pac to fight him?
