Better skills wise? or Legacy wise?

If you are refering to skills then the answer is he isnt.

They are both great fighters, one of a kinds.

But I think Floyd is still atleast at this point is better than Pac. Pac has flaws, we've seen them exposed by JMM and Morales. No one to date has beaten Pac like they did (JMM1 was arguable) or test him the way they did (esp JMM) You can say Castillo but thats a stretch because Floyd had a torn rotator cup in that fight. You cant put you finger on one thing that you know Floyd cant handle, on the other hand you'd be a fool to claim that Pac can handle counter punchers, esp right handed ones with ease. There are areas where Pac surpasses Floyd but when you look at the entire body and skill sets then Floyd has a slight edge.

Pac's a better fighter than Floyd
Pac's not a better boxer than Floyd
        his accomplishments trump Floyd's
no one says he's better technically in the ring

I'd say the start of it was the DLH fight but were he overtook Floyd for me was once he demolished Cotto.

In a 3year period upto to the Cotto fight he beat the following fighters Morales, Solis, Barrera, Diaz, JMM, De La Hoya, Hatton and Cotto....don't care what anyone says to do that in a 3year period is simply amazing.

Did you SERIOUSLY just call Corralles and Castillo mediocre fighters? Thats sig worthy.
