Lol, no. The HW division is fine, what is wrong is the crooked WBA and their BS. Boystov and Solis could fight for a shot at the title. Look at the IBF and WBO mandatories, Chambers and Povetkin who are both good, young heavyweights. Instead, the WBA keeps giving title shots to the Chagaev-Ruiz-Valuev trio.
