For a reason: He can't. If he could Freddie Roach would have never requested for Shane Mosley to get down to 142 for a fight with Pacquaio. Or even Cotto at 145. What we DO know is Armstrong never made such request. That's not debatable. You want to give Pacquiao credit for something he's never even come close to doing.
