What is a fighter typically called when he claims another fighter is ordinary or an average fighter...then goes on to say that same fighter must be on PED's in order to achieve what he has.

you would have a point, if mayweather actually said that pac was on peds before their bout broke apart. mayweather within negotiations never claimed that pac was on any type of substance. only after the fight fell apart mayweather hinted around to pac being on something. And this was because of pac and his teams actions.
