I see that everyone says Pac's head got bigger because he's on steroids or some other ****, but Pacquiao always had a big head.

No one said Pacquiao was on steroids until Mayweather came out and accused him with no proof other than saying "it's impossible to become a 7 division world champion like Pacquiao."

I know! I remember first watching him and I thought he had a huge head and it made him look like a kid. All he's done is filled out in the face without the sunken cheek bones.
