I agree some of the excuses were kind of weak but I think anything they would have said would have been criticized because Floyd and his fans just wouldn't take a simple "No, thanks. BTW, if Nevada ever need one, we'll do it." response.

I doubt the NSAC would implement one before Pac retires anyway, Look at oscar at the moment, he was dare to sign a waiver so the NSAC can release his test records, Which means he probably test positive for a ban drug but the same NSAC cover it all up.
