comes down to pacquiao being fighter of the year 3 times and floyd 1 time.
also, floyd's two year absence and not fighting any top ranked welterweight for a long stretch of time hurt him in the end.
If mayweather would have came back a year earlier, or if he would have fought somebody like cotto at WW, he would be fighter of the century w/o question.

so those 2 yrs off for retirement after dominating your whole career trumps not fighting anybody worth note for 3 yrs!!!
I agree he should have fought Cotto before retiring, but what i'm gon tell him when he ahs been dominating for years! he deserved a break...

So the one year he COULD have had fighter of the year, other than 2007 which he won, was 2001, and in 2001 the fighter of the year was Bernard Hopkins who was POUND 4 POUND #1 in the sport and he deserved that title by a long shot.
