The NSAC will prove him clean if you keep on bringing MOSLEY, just a correction, that was still last 2002-2003 test. if you can understand what technology mean, you wont question NSAC.

The term "PEDs" encompasses many different types of Performance Enhancing Drugs.

Some can be detected in urine, but not all. The most effective way is to do urine and blood tests, because you can't hide changes in your blood as easy as you can with urine.
