DM was a WBO champion when he beat Hill. RJJ was a WBC champ. DM added WBA and IBF, but he was sripped. WBA didn`t recognize WBO as one of the top belts. DM refused to take on the mandatory IBF challenger and was therefore stripped off the IBF strap... Since that time, RJJ was collecting belts, and DM was defending his lone WBO title...
You`re right on one thing - before RJJ moved to LHW, DM was a champ for a couple of years. So RJJ "could" only become DM`s mandatory if he was moving in the WBO rankings. But he wasn`t... HE was an IBF SMW champion and after he moved up he was fighting at once for the WBC interim belt...
WBO wasn`t a recognized organization back than... If DM vacated two prestigious belts easily, he could vacate his WBO belt... and become a mandatory to RJJ through any other sanctioning body (i`m pretty sure any of them could rank DM pretty high)...
