It could conceivably happen, but it wouldn't be a super fight. The next super fight would probably be Bradley-Pacquiao at 140. Clottey would beat the brakes off of Berto if they they fight tho.
Pac will be long gone before Timmy is anywhere near superstar status.....he will get there I think but Pac/Bradley just isn't going to happen.
If Pac loses to Clottey he will go back to 140. The promotion for Bradley-Pacquiao would make Bradley a bigger star than either Berto or Clottey.
Pac may not who knows.....if all Floyd cares about is money then he could still make more off of Pac coming off a loss than anyone else. Also if he is coming off of a loss he can **** him over now to in negotiations.

I really just can't see Clottey achieving superstar status. If Pac loses Mayweathers chance at the Small Risk/High Reward fights are over. He'll have to start fighting tougher guys for less money. I'd be nervous about the Clottey-Pac fight if I were him.
