Xylocaine isn't legal in any boxing state. What's more they don't even use it for fights. They use it after bouts, and during training.

Nevada test for it on the pre fight tests to make sure they aren't using it to numb hands.

Lloyd Honeyghan failed a nevada xylocaine test in 1991. A few people have.

Legal in training. Legal after fights.
