From a hardcore Pac Fan: Two weeks is more than fair.

I keep telling myself this is some marketing ploy taken way too far. There is absolutely no reason for him not to agree to these terms if he's clean. Floyd is an ATG douche, but Pac is doing nothing but justifying the accusations by not agreeing to take the ****ing tests. Two weeks of no blood tests prefight? If he doesnt take this fight, even I'll think he has something to hide.

There's no ducking going on right now, they are both surprisingly eager to fight and (not surprisingly) get that 40+ million and undisputed p4p title. What they're not eager to do is agree to the other camps terms.
