I actually took the time to read the WADA guidelines on testing procedures and it is very clear that testing is supposed to be random and the athletes should have no control over when or how they are tested. So, regardless of what type of testing is best for finding certain drugs, the athlete themselves should have no control over the manner. So, in essence, the NSAC, or any other governing body who is following the WADA guidelines has the power to do this whenever they want and the idea of any sort of "cut-off date" is completely ridiculous.
