No he hasn't. Dictating a set period in which that is the only time you can be tested is not random testing at all. Thats knowing that the test is coming in that time frame and allows one to cheat or mask the peds. It defeats the purpose of the random tests.

compromise will be: random blood and urine test with cut-off date on blood, maybe 5 days before the fyt. urine they can take even during weigh in. and another blood ryt after the fyt.

A test after the fight is suffice. It's good enough for the OLYMPICS and NSAC.
It's good enough for every fight.

And he is willing to do the blood test.

But I guess you and Mayweather want him to provide blood minutes before the fight.

First you argued that Pac agreed to the terms of the random drug test and you were wrong. Now after finding out that you were incorrect about that you try to switch it to "a test after the fight should suffice." The whole point of the random blood and urine tests are to prevent him or anyone from cheating before the fight not after the fight as the damage would already have been done if you only catch them after the fight. Use your brain and logics before speaking. Aren't you and all the pac stans tired of coming up with excuses for him day after day only to be proven that they are wrong.

Its good enough for the Olympics? What Olympics is dictating your own drug test dates good for? The Pacroid Olympics? Do you have any common sense? If so use it please and stop quoting people because you obviously have no idea of what you are talking about.
