For me he's the highest ranking modern day fighter.

But as for the question whether he can be THE GOAT, as big as a fan as i am, i would have to say he can't. the reason being is that most of the top 20 ATG fought ATG who were similarly ranked to them in ATG lists. Pacquiao could try to beat the snot out of everyone put in front of him, but no opponent Pacquiao defeats would be ranked in the same neighborhood as he is in ATG lists.

Barrera, Morales, Marquez, DLH may be HOF material, but won't rank near Pacquiao in ATG lists.

Mayweather and Pacquiao need to fight.
