Pacquaio had a lot of trouble to make weight. He lost to morales for being weight drained. He then suffered at 130 against a JMM rematch. He is not actually mroe shreaded at 145 than at the lower weights.

In essense all top fighters are suspects. Floyd might have made the suggestion of bloodtesting knowing that he has the best US doctors helping him testing negative in any test.
