A specification is a requirement which is clearly stated

These are my specifications for this fight regarding blood testing. I have offered to give a blood sample the day of the Announcement of the fight at the Press Release. I have Offered to give a blood sample 30 days before the fight. I am willing to give blood immediately after the fight is over inside my dressing room . I am also willing to give urine tests at anytime any where everyday leading up to the fight.

A proposal is a plan or an idea, often a formal or written one, which is suggested for people to think about and decide upon

There's a BIG difference between a requirement and a suggestion!

      • Damn, took me about an hour to read this thread, Floyd fans and *******s are going at it.

I was really big Pac fan until now, the guy has come up with too many excuses to take the damn tests, If he was clean he should just agree with floyd and fight and be 50 million dollars richer. He's ruining his legacy, people are really gonna look at him as a cheat.

LOL!!! Now all of a sudden you're an English teacher. You do realize that in boxing they're always negotiating, nothing is ever specified until both parties agreed on it. Therefore, the specified requirement that was given is still a proposal. There will always be a counter offer.
