If Mayweather isn't afraid of Pacquiao the contract would have been signed by now. So when did any fighter not accept NSAC's findings before? It used to be fighters just fight unless the commission rules otherwise. Again, Pacquiao has agreed above and beyond the NSAC testing procedures by agreeing on a blood test before and after the fight which isn't part of the rules. That only shows he's not hiding anything.

No fighter did not accept drug testing. Olympic-style testing, however, was part of the contract for this fight.

You should ask What prevented Team Pacquiao from refusing to make it part of the contract?

The difference being that Floyd set a precedent when he did not honor his previous contract and came over the agreed weight limit. Pac, however, has never tested positive for steroids so there's no precedent and, really, no reason for Floyd's demand.

If Floyd had not honored his contract, he would have been in breach of the contract. I don't recall Marquez trying suing him for not honoring his contract.

Olympic-style testing was a clause included in the contract for this fight.
