      He didn't get his way, he just complying to NSAC rules and regulations which so happens he agrees with. I don't even know what Pac's demands are, because everything that was leaked out so far wasn't out of the norm for a welterweight bout. The $10M penalty was all Floyd's fault, he had a precedent, and did Pacman failed any of the drug tests he underwent on all of his previous fights held in Vegas for Floyd to ask this OST?

          The USADA is not affiliated with GBP..thats something Arum made up as one of his many "opinions" as to why they wont do the olympic style testing..
          the USADA is a government ran company created in 2000..that randomly test olympians..that is why GBP/MP suggested USADA (olympic style testing)..but before that, the camps almost agreed on Sen.John McCain to mediate the random testing..but Pac's camp still refused..

            You have not stated why the USDA is necessary when the fight is under the NSAC's jurisdiction.

              thats fair enough but again we are going to go around in circles,i like both guys and respect both fighters,dont like mayweather camp and they talk alot of rubbish but at the same time i dont like arum who is scum and roach who is a great trainer but talks too much ****,so it comes down to this manny take the the damm usada random test and lets get the fight back on

                    Roach: I have no problem with that whatsoever. Whatever kind of testing they want is no problem. I have trouble giving Manny Pacquiao vitamins. He won't take any protein drinks. No problem at all.

                      There was no signed contract yet as far as I know, they just agreed on principle that the fight will be on March 13. The 8 oz gloves, the drug test and a 147 fight was talked about later when Arum came back from PI...
