Manny caused more brewhaha over this by not taking the blood tests. This is what really caused the eruption and made the U.S. sports news media take notice.
And let's not forget Pac's legal team opted not to sue Floyd Sr. the first time and hit with a cease and desist. Floyd hasn't said anything close to what he originally did in opinion form. This will not go anywhere.

What is a lawsuit going to prove? Is it going to prove that he isn't juicin'? Even if he wins the lawsuit many people will still think he's been cheatin'. You want to discredit the Mayweathers and the now millions who have doubt, just take the tests.
