1. That the party making the statement knew, or should have known, that the statement was false, and
2. The party made the statement with the intent to purposely damage the credibility or image of the other party.

And Pacquiao cannot prove he has NEVER taken steroids, therefore he cannot even prove the allegation itself is false, much less the intent of those saying it
