usain bolt was tested 4 times in the span of one week. who knows how many other tests he took. It wouldn't surprise me. They're kind of serious about the whole cheating thing.

Because it's not commissioned by a governing body. It all stems from someone's insinuation from the opposing party, not one single evidence . Somebody just thinks it, without providing any proof !!
