Because Mayweather has the reputation of messing the "other guy" around, whilst he's training secretly and hard, also Arum doesn't like Mayweather, he despises him.

But, probably the main reason would have to be that Malignaggi is a good boxer, with a good chin, and, even if Manny lost, he wouldn't be hurt, and..........oh yes, the main reason [again] likely is that March 13th is pretty close, and the fight needs to be properly promoted, if it's to be reasonably successful.

Notice the last sentence in the story. Malignaggi's promoter Lou Dibella as of this story had not been contacted regarding a proposed bout with Pacquaio. So Arum's a liar and has zero credibility. Besides, Malignaggi was one of the first persons to say Pacquaio was juicing up. I would imagine he's going to want Pacquaio to take some kind of test as well and instead of fighting Malignaggi (who stands no chance of defeating Pacquaio) why not a Timothy Bradley, who has reversed his position and says he will fight Pacquaio w/o the blood test? He would provide more of a challenge for Pacquaio than Malignaggi.

Look, Pacqiuao and Mayweather would both make in the neighborhood of $35 million. All of this jazz about the fight being off and Manny fighting Paulie, or anyone for that matter is Arum's team trying to bait Mayweather. Both fighters can not afford to not fight. Boxing as a whole needs this fight.

If the fight is off, that's fine; but don't go after a fight with Paulie... Wait for the winner of Mosely-Berto or go for Bradley, not Paulie.

They have to find someone for the March 13th date who is not with Golden Boy Promo. GBP already said any of their fighters will demand the same tests against Pac, Bradley included. Mosley-Berto winner will not be ready for new fight by March 13.
