Notice how he agrees to the weight penalty at the same time he is informed about Pac not liking the blood tests? It is his mind games tactics saying that Pac is scared and he is not.

If the fight does not happen, he already has reasons and proof that he is not at fault: Pac was on roids and his willing to accept a 10 mill fee is proof he wasn't scared.

Maybe not but it seems like a strategy to me: make the guy do something we already know he won't do and then run with it.
