the penalty for not making weight.

floyd and pac already agreed on 147.

now the issue is the penalty.

floyd wants a lenient penalty say something similar to the juanma fight. come in a few pounds over pay a fee hundred thousand dollars.

roach wants a heavy penalty. 1 million per pound over.

He is trying to get pac to agree to 147 at least,
If Floyd said "OKay lets fight at 147," Pac would say, "No I want 144!"
Its also building up the fight aswell
Your statement is full of " S P E C U L A T I O N ", the fact is pacman already agreed to 147 nothing more nothing less. Anything other than that is ducking - that goes for both sides!

"Apparently the weight of the meeting has been established, but the wiggle room that Floyd allegedly wants is being contested by Team Pacquiao. In his bout with Juan Manuel Marquez, Floyd came in heavy and paid for it financially, but others contend that Marquez paid for it in the ring, losing badly. Pacquiao does not want to face a fighter a division or so heavier than he is and has rightfully protested"

147 was agreed upon by both parties. Nowhere does it say that floyd wants to fight @ 154, nor have I come across any articles that say so. Most likely they are talking about the financial penalties of coming in over weight.
I believe its either 1 of 3 things:

                  1. Floyd is not so confident in making the 147 limit.
                  2. The financial risk is too much (an outlandish amount ie 2mil per lb overweight)
                  3. They want a "wiggle room" intentionally for advantage purposes. ( imo thier way of saying catchweight)

                  * I think both parties really want this to happen, there's just too much money at stake. Right now is just a time of squabbling over the technicalities.

Why this simple truth keeps being ignored is beyond me.
