If I have to hazard guesses, It would probably be
(1) that the penalty for going over the agreed weight irks Mayweather. Say, $1-3 Million per pound over 147 on weigh-in. Maybe Floyd feels insulted that Team Pacquiao would demand such a stiff penalty or even think he would go over the welter limit

or
(2) Agreed weight is at a catchweight lower than 147, say 146. But others have already stated that Team Pacquiao wants it at 147.
or
(3) Agreed weight is at 147, but none of them can come in at more than a max weight of say 155 on fight night.
or
(4) Fight's actually finalized with no problems at all and they're already starting to hype the fight, with Mayweather assuming the typical role of the villain.
Until something official comes out, all these exclusive but unnamed sources are practically no better than a big fart. This fight is just too big, in terms of money and legacy for both men. Both can retire after the fight and I wouldn't care as long as I see them fight first.
