He came about at the right time, no one was ducking no one at the time. Floyd never could get Tszyu or prime Mosley in the ring. Tournament systems and UFC like closed ORGS where bums get KICKED out so the remaining fighters have to fight each other and the said org is in charge of selling the show (so they feel they really are accountable) should fix boxing's problems. The thing is this will never happen. Believe it or not there are more people who don't want it than the ones who do.

Nonsense, numerous fighters were avoided, or "ducked" (possibly the most overused term in boxing), because the risk was too large for the reward.
