Pacquiao has not fought in those weightclasses in years. And he hasnt fought under 130 in almost 5 years.
Mayweather spent 80% of his career @130 does that stop his critics from saying he should clean out the welterweight division? NO.
Pacquiao is the welterweight champion NOW, before that he was the junior welterweight champion. etc etc.

It is not racist to say that Black and in particular African American Fighters have dominate the sport of boxing. So logically, when Pacquiao for the past 5 years have been fighting above 130 and people have been calling him a top 10 atg without fighting 1 black fighter.
You can see why some people have a problem with Pacquaio being rated so high.
Notice how NONE of those fighters fought at the very low weight classes.
And the VAST majority fought at their peaks at welterweight or above.
Because A) Jack Dempsey was a HEAVYWEIGHT in an era of great black fighters that couldnt get the oppurtunity to fight the championship.
Pacquiao is a LOWERWEIGHT class fighter. These divisions are DOMINATED by Mexicans. There are very few legitimate threats in these divisions that are BLACK.
Sure, now that Pacquiao has gotten up to the lightweight division and above there are plenty of great black fighters. One of which he happens to be fighting on March 13th.
But can you honestly say there was any black fighter more deserving of a Pacquioa fight at 140 pounds then Hatton? Or at 147 lbs than Cotto, De La Hoya, or Mayweather? Mosley is that group and guess what, Pacquiao will probably get around to fighting him too

You can't really honestly compare Jack Dempesey to Manny. It was different eras and different circumstances. And, different opportunities.
At that time there ATG black HW fightin amongst Dempsey.
Dempsey at his time there are already top-tier black fighters but he refused to fight them...Pac on the other hand fought the blackest pure black in Ledwaba...if ur pertaining to an afro-american thingy(another excuse logic) do u think fighting those guys you have mentioned could give Pac credit more than fighting the Mexicans who ruled the division at that time??? if u could reviewed it, im sure u gonna have this BS excuse again like who the hell are this black fighters in his resume?? why is he dodging these Mexican fighters?? PBF dont fight outside of america so cant have the opportunity to fight asians. The only connection he has with asians in america is only probably getting his laundry done, or going to get food in foodstores.

unfortunetly, Dempsey said publicly many times that he would never fight a black fighter.
