I think we need to call ring magazine and tell them they have been defining decade wrong for about 80 years.

Then we need to call historians and tell them the 1690's were really 1691-1700, not 1690-1699.

Come to think of it we have to tell everyone that western convention is just wrong and they should now start the decade at 1 and end at zero because that's how it was originally intended to work.

For the purposes of how ring magazine and most boxing authorities define a decade, Manny Pacquiao is the fighter of the decade.
