There are steroid tests with or without floyd. Roy Jones, james toney, fernando vargas, even more recently funeka was caught with a banned substance.

With the weight penalty, there's no harm no foul. Its simply do what is asked of you. the only way floyd will be fined is if he BREAKS the rules.

Floyd is asking for additional testing, on top of testing. I think theres a difference there.
