All that steroid talk, there is millions of different steroids... Not everyone will make you bigger and stronger.
In fight sports steroids are used for recovery after workouts, so you can work harder for longer time, with more effect.
Do i believe Manny uses something, yeah, probably... But he is not the only one, in the end, we can only speculate. I know what one fighter said (who trains in Vegas) about roids, and what kind of science has become that.
And do they even test for HGH?
So, if someone isn't positive it could mean that he cycled correctly and didn't get caught
But you can't tell me that changing three weight classes in one year, fighting against top guys, and beating them easy is possible for everyone.
Either Pacquiao is using something extra, or he is special human being.
You can compare him to Marquez, who also moved up quickly for Floyd fight, there was big difference how they looked, Manny looked great at 145, Marquez looked like **** (much slower, weaker, didn't look right).
Make your own opinion how is that possible.
In the end, no one can be sure.. But i believe he is using something.

The Las Vegas Athletic Commission has one of the strongest drug testing policies in the world. But even then, clean tests mean nothing. He's still fast and strong, but he's lost a step coming up to 147. He's more than made up for that with a vastly improved right hand and ring generalship.
The "Paulie is jealous" argument sounds absurd, but there's a point. Malignaggi was highly embarassed after getting beaten by Cotto and has made it a goal to get a rematch with Miguel and beat him. Now he's seen a "little guy" come up.
Nazeem Richardson has the right analysis on Pacquiao. People see him as a little guy because he started at 106, but that was a decade ago and he's grown into his weight. He was coming to the ring at 140 for the Morales fights. He came to the ring at 147 when he fought the rematch with Marquez. He came to the ring in the high 140s in the Cotto fight. He really hasn't put on a lot of weight in the last 2 years, he just doesn't have to cut at all during training camp.
