No, Pacquiao was dominant or had a successful 4 year campaign at 130.Pacquiao's best weight is at 135-140. Pacquiao's only wins above 140 is Oscar and Cotto.

Pac did not have the technique at 130 and lost to Morales. He has looked more dominant at 147.
