Congressional term begins on 30 June (3 year term). Pac, presuming he wins, will be one of 200+ congressmen. He could continue boxing even in office, similar things have been done before. If he fights while holding office, the lower house may just move sessions to the fight venue and legislate from there, considering so many of them make the trip anyway to watch his fights now, LOL.

On a side note, it may be hard for someone to explain the dynamics of Philippine politics to someone who has not actually experienced it, just know that seeking district congressional office is usually a very long and complex undertaking, more so for a political neophyte like Pac who is challenging an experienced, entrenched and financially capable opponent.

How will Pacquiao do that for 3-4 months while training for (what they have said is) the toughest fight of his career?

I would seem to me to be LESS challenging to take the March fight, be home by March 18th as a winner and huge national hero, campaign for Seven weeks (everybody knows him already) and win the election on May 10.

How is my scenario not better?

A new, inexperienced elected official not in chambers for 3-4 months? That seems untenable.
he has a strong political opponent in saranggani, its a political dynasty, the wifes the governor of the province while the husband is the incumbent congressman. Mannys consolidating his Political Party (PCP) for the may election he cannot just leave them, especially during these times. his party is fielding candidates for mayors and vice mayors of the different municipalities. A leader cannot abandon his followers especially prior and during
        election.
