        No, idiot. You don't take office right away after winning an election. He might have until 2011 to do his thing.

                have you ever heard of campaign periods before an election? you cannot win filing for certificate of candidacy and go home and sit in your living room and wait for the result while watching the world go round. you have to go out and meet people, campaign for x's sakes, so that people will vote for you.

                  Sure I've heard of campaign periods. I have also heard of legislative sessions where the elected official, in order to do a good job, is required to participate in the discussions, presentations, etc.

                  How will Pacquiao do that for 3-4 months while training for (what they have said is) the toughest fight of his career?

                  I would seem to me to be LESS challenging to take the March fight, be home by March 18th as a winner and huge national hero, campaign for Seven weeks (everybody knows him already) and win the election on May 10.

                  How is my scenario not better?

                  A new, inexperienced elected official not in chambers for 3-4 months? That seems untenable.
